NRPS Child Exploitation Unit Makes Arrest

Niagara Regional Police detectives assigned to the Internet Child Exploitation Unit began an investigation in June of last year to target individuals in the community who were using the internet to contact children for sexual purposes. In October 2023, the investigation became a joint venture with Greater Sudbury Police. Detectives say that over a period of months, Dale J. Cull, 63, used the internet to converse with multiple individuals he believed to be under the age of 16 and, in doing so, committed the offences of luring a child by telecommunication to facilitate the offence of sexual interference and luring a child by telecommunication to facilitate the offence of invitation to sexual touching. On Tuesday, detectives executed a search warrant at a St. Catharines residence and seized devices capable of storing electronic data. Cull was located at the residence and arrested. Detectives have reason to believe that Cull was using online platforms with the usernames “Niagarafun” and “Dale Me” to commit crimes against other children online.
